Urguplu Mustafa Hayri Efendi (1867-1921) was Sheikh ul-Islam (The Chief religious official in the Ottoman Empire) between 1914-1916 as well as a politician. After attending different Medreses he studied law in Bursa. He started his career at the Ministry of Justice, where he served in different functions until the 2nd Constitutional Monarchy. In 1908 he became deputy of Nigde and entered Parliament. His misunderstanding with Talat Pacha played a role in his disengagement from his position as Sheikh ul-Islam. He served as Ministre of Justice during Sultan Mehmet VI Vahdetin’s reign. After World War One, he was exiled to Malta during the occupation of Istanbul.
